• Verify Developer Temperature is set properly or is it too low? 
• Verify Developer is quality fresh and not weak or depleted?
• Verify Developer Replenishment Rates are they set too low?
• Verify Developer is not contaminated possibly by fixer or water.
• Verify Processors Drain is properly working and not backing up.
• Verify Accuracy of Developer was it improperly mixed.
• Verify Accuracy of Fixer is it fresh and not depleted.
• Verify Recirculation of chemistry inside processor, pumps o.k.?
• Verify that too much starter was not added to the developer.
• Verify Integrity of Darkroom any Light leaks or defective Safelight.
• Verify Film Integrity/Quality of Film is it stored in a cool place.
• Verify Film Expiration Date is it Questionable?
• Verify that Developer has not oxidized. Is it Questionable or Dark?
